_Tramway in Jerusalem_ is a bad Jim Jarmusch cover band that doesn't know any of his hits so it just stands there doing an impression of what it think he looks like.

The film is a botched copy of _Smoke_ (a 1995 Wayne Wang and Paul Auster film about people interacting at the counter of a tobacconist in Brooklyn) in which we observe random people in a tramway in Jerusalem at different times of day babbling on about nothing that makes any sense. The problem isn't with the acting or even the directing but with the stories. The film _Smoke_ was written by American author Paul Auster, so the tales told make up for in honesty what they lack in structure. The stories in _A Tramway in Jerusalem_ are just weird at best and awkward most of the time.

There's a scene with a French father talking to his son about Flaubert's voyage to Jerusalem and during the man's entire explanation, the bored boy is spinning around the support poles and looking out of the window looking for something to look at and finding it difficult to pretend he's paying attention to his dad. Sadly, for the duration of _A Tramway in Jerusalem_, we are all that young lad.
