I was looking for a good crime thriller especially with the name Don Siegel but this is surprisingly shallow. There are too many story lines competing for attention.
[spoiler] The two cops chasing a fugitive who really do nothing but bullying others into doing there work for them. One of the cops does have marriage problems and an affair on the side. And then there is the commissioner (on whose character the book this movie is based on is titled) who has to deal with a corruption case involving his best friend, a case of police brutality, and his every day work. Oh, and he has an affair with a married woman. [/spoiler]
All those stories take time away from each other and in the end none of them get enough attention to become really interesting.The only thing that saved the movie somewhat in my eyes is the time period this is placed in and the atmosphere. But that alone doesn't make a good movie.
