In 1970s Hong Kong, the Independent Commission Against Corruption (ICAC) was formed to bring down the corruption syndicate led by British government officials. One of its top investigators is Senior Investigator Lau Kai-Yuen, who brought down countless corrupted officials. Just as he thought stability and prosperity are within reach, a new era of greed and riches takes him into a new battlefield of corruption.

• All that glitters is not gold; the story and characters lack any semblance of logic. The director does as they please, displaying such capriciousness that Zhen Wenqiang is becoming similar to Wong Jing. • Charlene Choi has completely aged; making another "Beauty on Duty" seems like the director thinks the audience is foolish. • Seeing a cast with an average age over 60 and this brainless plot reminds me of last year's superlative Hong Kong flop, "When the Wind Rises."
